WebI concluded that this was due to driver issue with Bluetooth device. A update from the vendor may fix it but none were available. I eventually got around the issue by adding an external Bluetooth while disabling the built in adapter. The USB adapter had newer Bluetooth 5 and the issue with Bluetooth went away.
